Just like in Firefox in any Windows, you must add the extension of the file by yourself.
.flv extension added. 'Guessing ability' is required. LOL!Windows XP

Please replace the Administrator with your own account or username in Windows XP or Windows Vista or Windows 7 .

I found it in this folder:
C:\Documents and Settings\[Your Username]\Local Settings\Application Data\Google\Chrome\User Data\Default\Cache
Sort by date modified and watch the file size.

To me it's okay. Because temp files are just files that come from your Internet browsing activity. All the layout, the buttons, the javascript of some websites are stored in the temporary folders. Sometimes viruses and spyware got there as well. So I would say it's a good practice once in a while.
If you use the username environment variable it will automatically select and use the logged in user!

if you want to view files on chrome just use about:cache
